Developed Bihar or Broken Promises? Ground Report from Siwan

Standing near the District Magistrate’s office and the judge’s residence, he examines the slogans and government schemes proudly painted on the walls the “Saat Nischay” (Seven Resolves) of the Nitish Kumar administration, which promise youth empowerment, women’s participation, irrigation, clean villages, strong roads, and accessible healthcare.
However, the reality unfolding around those very walls tells a different story. Bihar’s youth continue to migrate in thousands to Gujarat, Delhi, and Mumbai, packed into overcrowded trains in search of basic livelihood. Flooded fields and damaged roads mock the promises of irrigation and rural connectivity. Villages remain dirty, drainage systems broken, and clean drinking water a daily struggle.
Women’s safety and empowerment key pillars of the government’s agenda remain unfulfilled dreams, while health infrastructure in Siwan stands on the verge of collapse. The local population expresses deep frustration, questioning whether these “resolves” have ever truly reached the people.
